On the morning of June 15, 2011, in Muscat – the Capital of Oman, Mr. Hoang Xuan Hung –  Vice Chairman of Member Counsel of Petrovietnam (PVN) had a meeting with Mr. Darwish bin Ismail bin Ali Al Balushi – the Minister of Oman’s financial ministry, hold concurrently Chairman position of Oman Investment Fund company (OIF), and Chairman position of Oman Air and Mr. Nasser bin Khamis al Jashmi, Minister Secretary of Oil Ministry, hold concurrently chairman position of Oman Oil Company (OOC) about promoting investment opportunities following agreement reach in the first meeting by Vietnam – Oman  Inter-government Board in Hanoi from November 10 to 11 January, 2011; the two nations expressed their interest in mutual investment and cooperation, particularly in oil field.             Also in this meeting, Mr. Hoang Xuan Hung introduced PVN’s development scale, beside mutual cooperation opportunities in oil field particularly oil insurance and substructure projects. In the meantime, both parties will concentrate on OOC’s investment capital event in Ca Mau Urea project and increasing strategic shareholder participation of OIF in PVI. The minister, Chairman of OIF and Chairman of OOC highly appreciate  PVN’s quick and holistic development during the time gone by, and mutual investment chances, as well as commit to quickly implement investment decisions in PVN’s projects. About Ca Mau Urea project, OOC stated that it planed to sign with PVN main cooperation conditions and terms, laying the background for OOC official joining in the project in the third quarter of 2011. Beforehand, from June 13 to June 14, 2011, team of executives from two parties worked at OOC’s headquarter to consider the investment implementation status of Ca Mau Urea project and exchange ideas relating the project which attract OOC’s attention. OOC is a state-owned company, which was established in 1996 with the aim of searching investment chances in energy between Oman and foreign countries. In domestic market, the company pays attention to enhance oil and gas industry and other energetic projects. Investment category of the company includes first-stage projects, related services, and service infrastructures, sea transportation, oil-filtering and marketing, oil – chemical, electricity production… As to foreign markets, OOC joins in investment in electricity, oil filtering, oil-chemical projects… In Oman, OOC is a company which is highly appreciated as good image and established one.       Now OOC is regarded as a PVN’s potential partner in cooperative investment. OOC’s investment in Ca Mau Urea project marked the very first and most important step for exploiting development opportunity between PVN and Oman’s partners in specific as well as Vietnam and Oman in common.
