In the morning of 14/10/2016, at Phu My Fertilizer Plant, PetroVietnam Fertilizer and Chemicals Corporation (PVFCCo) in collaboration with Ba Ria Vung Tau Province Fire-Fighting Police (FFP) held the firefighting and chemical spill rescue drill at the UFC85 storage tank, Urea Workshop of Phu My Fertilizer Plant

Attendees of the drill, on the part of FFP, included Col. Nguyen Tan Chi – Director of BRVT Province FFP; Col. Huynh Thanh Hai – Deputy Director of BRVT Province Public Security; on the part of Vietnam National Oil and Gas Group, Mr. Le Hong Thai – Head of Safety – Health – Environment Department; and on the part of PVFCCo”s leadership, Mr. Doan Van Nhuom, President & CEO, PVFCCo Head of Emergency Rescue Steering Committee (PVFCCOER); Mr. Hoang Viet Dung – Vice President, Deputy Head of PVFCCOER; Phu My Fertilizer Plant leadership, PVFCCo”s Divisions, subsidiaries and locally-based units: Southeastern Gas Transportation Company, Phu My Thermal Power Company, Phu My Power Plant.

The drill is aimed at: Raising awareness and sense of responsibility of PVFCCo”s personnel for fire prevention and fighting; Improving the role and responsibilities of forces involved in fire and explosion events, helping these forces master the plan to perform their tasks in practice; testing, evaluating the permanent abilities, readiness of the fire fighters at site and Police fire fighters; combining, through this drill, tasks of monitoring, management, and cooperation of various fire-fighting  forces  at site in dealing with fire and explosion events that may occur at the unit.

The hypothetical disaster of the drill is the lightning strike causes fire and spillage of Formaldehyde at the UFC-85 storage tank, 20TK2902 UFC-85 production complex, Urea Workshop – Phu My Fertilizer Plant.  The local emergency rescue forces deployed the rescue plan, the fire fighters at the plant promptly rushed to the scene to join the rescue effort.  At the same time, the plant leadership took various measures to stop the machines and reported to the President & CEO/Head of PVFCCo Steering Committee for requesting BRVT Province fire fighters and other units in the region to join firefighting, salvage and chemical spill handling.

With highly -charged urgency and responsibility, the drill was held successfully, reflecting good cooperation between Plant fire fighters, BRVT Province fire fighters and locally-based units. Following the drill, the involved parties had a meeting to draw lessons learned.
