The conversion factors used to calculate total greenhouse gas (GHG) emissions in CO2 equivalent (CO2e) for 2025 were based on the following references and guidance:
- Natural gas, gasoline, and diesel fuel (DO): Decision No. 2626/QD-BTNMT dated 10 October 2022 issued by the Ministry of Natural Resources and Environment of Vietnam, and the guidelines of the Intergovernmental Panel on Climate Change (IPCC).
- Net electricity consumption: Vietnam’s 2023 grid emission factor as stipulated in Official Letter No. 1726/BDKH-PTCBT dated 3 December 2024 issued by the Department of Climate Change under the Ministry of Natural Resources and Environment.
- Global Warming Potential (GWP) factors: The IPCC Sixth Assessment Report (AR6) (2023) and Circular No. 01/2022/TT-BTNMT dated 7 January 2022.
- Emission factors (EF) for waste treatment activities: DEFRA 2025 Emission Factors, published by the UK Department for Environment, Food & Rural Affairs (DEFRA), 2025 edition.
