The 5th Party Congress of PVFCCo for the 2025–2030 Term: A New Development Chapter, Reaching International Heights for PVFCCo – Phu My
After 22 years of development, the 5th Party Congress of the Vietnam Oil and Gas Fertilizer and Chemicals Corporation (PVFCCo) for the 2025–2030 term marks a new development chapter, driven by strong aspirations for transformation. The company aims to solidify its leading position in the fertilizer and chemical industries while expanding the Phu My brand internationally.

On June 6, 2025, at the Phu My Fertilizer Plant’s Hall, PVFCCo held its 5th Party Congress for the 2025–2030 term.
Attending and directing the Congress were Mr. Trần Quang Dũng – Permanent Deputy Secretary of the Party Committee of the Vietnam National Industry – Energy Group (Petrovietnam); Mr. Bùi Minh Tiến – Member of the Standing Committee of the Party Committee, Member of the PVN Board of Members; Mr. Lê Xuân Huyên – Member of the Standing Committee, Deputy General Director of PVN; and Ms. Nghiêm Thùy Lan – Member of the Standing Committee, President of the PVN Trade Union, along with members of the supervisory group and representatives from PVN’s Party Committee offices.

Key Achievements from 2020–2025
Over the past five years, PVFCCo has successfully fulfilled its political tasks despite a complex backdrop of both opportunities and challenges — including the global economic downturn, COVID-19 pandemic, geopolitical instability, trade conflicts, natural disasters, aging production lines, and unresolved VAT policies on fertilizer.
Thanks to the leadership and guidance from the Petrovietnam Party Committee and Board, PVFCCo overcame these challenges and completed all 14 targets set by the 4th Party Congress (2020–2025 term). Notably, all major financial indicators posted double-digit growth. Total assets rose from VND 11,828 billion to VND 17,944 billion (+39%), and owners’ equity increased from VND 8,291 billion to VND 11,532 billion (+52%).
During this term, the Party Committee consistently prioritized production and business operations, alongside investment and product diversification strategies. The plant operated safely, stably, and efficiently. Urea and NH₃ production consistently exceeded targets. The team mastered the advanced chemical NPK production line – the most modern in Vietnam – and constantly innovated to optimize operations and improve product quality.
PVFCCo completed and commissioned the NH₃ Upgrade Complex and the NPK Plant. It also prepared chemical production projects including H₂O₂, DEF, and offgas recovery, and explored new ventures such as H₂SO₄ and Melamine. New fertilizer lines were introduced, from Phu My + Ke Bo (2020) to NPK + Microbial and the Phu My Garden line (2022) for urban agriculture. The upgraded NH₃ plant now produces 80,000–90,000 tons/year. Notably, the DEF/Phu My Green emissions treatment solution will launch in June 2025.
The Party Committee also strongly promoted innovation, R&D, and digital transformation to ensure sustainable operations. Over five years, PVFCCo recorded 656 innovations and 1,589 ideas, generating hundreds of billions of dong in added value.
PVFCCo produced more than 5.06 million tons of fertilizer and 397,000 tons of chemicals. Sales exceeded 6.26 million tons of fertilizer and 635,000 tons of chemicals. Revenue surpassed the plan by 136%, pre-tax consolidated profit exceeded the target sevenfold, and tax contributions totaled VND 3,726 billion (+423%). PVFCCo also received several prestigious national and international awards.
The company emphasized corporate culture, employee welfare, and social responsibility. From 2024, PVFCCo introduced a new salary framework, raised social insurance contributions, and implemented progressive welfare policies, building a stable and human-centered workplace.

Party Building and Governance
PVFCCo’s Party Committee revamped internal governance, improved organizational capacity, adopted online learning platforms, promoted IT, and strengthened political, ethical, and legal education. There was no labor dispute or complaint thanks to sound grassroots democracy mechanisms.
Party membership development was well-executed, with 75 new members admitted and 57 members confirmed. The Party Committee implemented the "Four Good" model, updated its regulations, and refined leadership rotations. Supervision and discipline were enhanced, with zero corruption or violations reported during the term.
New Term Vision 2025–2030
As Vietnam advances toward a streamlined, green, digital, and circular economy, and Petrovietnam transitions to the Vietnam National Industry – Energy Group, PVFCCo is positioned to capitalize on new growth opportunities.
Backed by lessons in dynamic governance, especially in managing uncertainties, PVFCCo enters this new term with confidence. The Party Committee aims to enhance leadership, foster unity and creativity, ensure sustainable development, retain fertilizer market leadership, and expand its footprint in the chemical sector. Specific growth targets in business and Party-building reflect the organization’s bold vision.
Strategic Direction from Petrovietnam
In his directive speech, Mr. Trần Quang Dũng commended PVFCCo for its outstanding performance in the 2020–2025 term, especially in achieving all 14 Party Congress targets, building Party infrastructure, enhancing the Phu My brand, and innovating product lines and social programs.
He also praised the Party Committee’s transparency in addressing past shortcomings and encouraged further efforts in implementing four strategic resolutions:

He called for more ambitious KPIs and a detailed action plan by year and by Party unit, turning the Congress Resolution into tangible results.

In his response, Mr. Nguyễn Xuân Hòa, Secretary of the Party Committee, confirmed that PVFCCo has fully embraced Petrovietnam’s growth targets and is deploying with the highest resolve. The leadership team will incorporate all feedback into the Congress Resolution and translate it into actionable plans with bolder goals.

The Congress included practical contributions from Party units across business functions, focusing on plant maintenance, market expansion, chemical diversification, investment efficiency, and organizational restructuring.
Outstanding collectives were honored for their achievements during the 2020–2025 term, and gratitude was extended to outgoing Executive Committee members.
The 5th Party Congress of PVFCCo concluded successfully. The adopted Resolution will serve as the guiding framework for the corporation’s operations in the new term — embodying the will, ambition, and commitment of the entire Party Committee toward breakthrough, sustainable, and globally integrated growth.
