1. General introduction 

Labor Union of Petrovietnam Fertilizer and Chemicals Corporation (PVFCCo’s Labor Union), formerly known as Labor Union of Petrovietnam Fertilizer and Chemicals JSC was founded under the Decision No.184/QD-CDDK dated 26/04/2004 of the Vietnam Oil and Gas Group Labor Union Standing Committee.

Since the establishment date, PVFCCo’s Labor Union has always been the representative and protector of workers’ rights and legitimate interests; accompanied the government in business development, job creation programs, workers’ material and spiritual life improvement. At the same time, it’s in charge of spreading the Party’s policies and guidelines, the State’s laws and regulations, as well as regulations, statutes, and policies of the Vietnam Oil and Gas Group and the Corporation and making sure that they are well executed by workers. Besides, Labor Union also participates in the management and supervision of the implementation of the State, Vietnam Oil and Gas Group and the Corporation’s regulations and policies concerning workers’ rights and legitimate interests. It launches, organizes activities and movements to implement with success the Corporation’s business.

2. Foundation and History of Development

In 2004: The Labor Union of Fertilizer and Chemicals Companywas established on 26/4/2004 under Decision No. 184/QD-CDDK of the Standing Committee of PetroVietnam’s Labor Union. At that time, the Labor Union included 540 members.

In 2005: The 1^st Labor Union Congress ofFertilizer and Chemicals Company, 2005-2007 term was held on 12/4/2005 at Tan Thanh – BR-VT.

In 2007: The GrassrootsLabor Union of Fertilizer and Chemicals Company was renamed as the Grassroots Labor Union of PetroVietnam Fertilizer and Chemicals Joint Stock Company under the Decision No. 372/QD-CDDK dated 20/2/2007 of the Standing Committee of PetroVietnam’s Labor Union.

In 2008: The 2^nd Grassroots Labor Union Congress ofPetroVietnam Fertilizer and Chemicals Joint Stock Company, 2^nd Congress –2008-2010 term, was held on 28/3/2008 at Tan Thanh – BR-VT, the total affiliated Grassroots Labor Unions was 10.

The Grassroots Labor Unionof PetroVietnam Fertilizer and Chemicals Joint Stock Company was renamed as theLabor Union of PetroVietnam Fertilizer and Chemicals Corporation under the Decision No. 447/QD-CDDK dated 02/07/2008 of the Standing Committee of PetroVietnam’s Labor Union.

In 2010: Midterm Congresswas held to extend the Labor Union’s 2nd Executive Committee term to 5 years: 2008-2012, also increase the 2^nd Executive Committee from 9 to 15 members of the Executive Committee.

In 2012: The 3^rd Labor Union Congress of PetroVietnam Fertilizer and Chemicals Corporation, 2012-2017 term, was held on 02/11/2012 in Ho Chi Minh City. The 3^rd Executive Committee of PVFCCo’s Labor Union, 2012-2017 term, was recognized according to the Decision No. 747/QD-CDDK dated on 14/11/2012 of the Standing Committee of PetroVietnam’s Labor Union. Total affiliated Grassroots Labor Unions was 09.

In 2015: The midterm Congress of the 3^rd Executive Committee of PVFCCo’s Labor Union, 2012-2015 term, was held to strengthen personnel of the Executive Committee of PVFCCo’s Labor Union, establish 01 new affiliated Grassroots Labor Union, raising the total affiliated Grassroots Labor Unions from 09 to 10.

SOME PICTURES OF OPERATION:

The Veterans Association of PetroVietnam Fertilizer and Chemicals Corporation (PVFCCo) was established on 08^th April 2010 in pursuant to Decision numbered 47/QD-DKVNCCB issued by the Veterans Association Executive Board of the Vietnam National Oil and Gas Group;

- The Veterans Association of PVFCCo is led, guided directly by Party Committee, the Board of Management of the Corporation and direction of Veterans Association Executive Board of the Vietnam National Oil and Gas Group;

- On 07/4/2012 the Veterans Association successfully organised the first congress for the term of 2012-2017 to evaluate results of provisionalterm and adopt assignment programmes for the new term.

- On 28/6/2017 the Veterans Association successfully organised the second congress for the term of 2017-2022 to evaluate results of provisional term and adopt assignment programmes for the new term.

. Total number of veterans members in the whole Corporation is 150 members, divided into 4 cells directly appertained.

1. General Evaluation

• Comrades in the Executive Board who are also primary leaders of the Corporation and units have joined the Military before. This creates an advantage in directing and organising Association’s activities.
• Members always maintain the nature of being Uncle Ho's Soldiers; strictly abide by guidelines and policies of the Party Committee and State’s laws, working with discipline and efficiency, contributing significantly to the development of the Corporation; practicing thrift, opposing wastes…
• Cells have seriously performed action plans of the Corporation; 100% of the members have played exemplary roles; all members have earned titles of being eligible Party Committee members who fulfil all assignments, and become outstanding and great union members;
• policies for members and families of members when in misfortune...
• Members working at the Plant have been promoting technical innovations; improving product quality, together with employees contributing to the completion of the Corporation’s business plans.
• Coordinating with the Labour union, Youth union to organise and participate in movement activities arranged by the Corporation and units.
• Participating in social security programmes and camaraderie in accordance with the Corporation and the Veterans Association’s programmes
• Propagandize and communicate so that members of the Association can understand the importance of Party National Congress at all levels in 2015, which are considered as common activities in promoting political ideology across the Association, as well as resolutions, policies, and guidelines of the Party Union at all levels, an, on that basis, educate members to try to accomplish their assigned tasks appropriately.

2. Comrade’s Tribute Activities:

• In carrying out the tasks assigned by the Corporation under “Tet for the Poor” program, the Association awarded 140 gifts, each has a value of VND500,000, to veterans and families in/under preferential treatment policy in Chau Pha commune, Tan Thanh district, Ba Ria - Vung Tau province, and Dai Phuoc Commune, Nhon Trach District, Dong Nai Province. Many branches of the Veterans Association also cooperated in the implementation of these activities, such as branches of the Association in Phu My Urea Plant, SBD Co., Ltd., etc.
• Promptly reported to the Management Board of the Group Comrade’s Tribute to apply for difficulty subsidies for members’ families with difficulties in the event of Lunar New Year with a total of 19 members and 38 million dong
• Participated in the mission of the Corporation to visit and say new lunar year greetings to the staffs.
• Proposed to the Social Security Committee of the Corporation to apply for a subsidy of 60 million dong to comrade Nguyen Van Lanh and comrade Le Huu Pong; Coordinated with the Veterans Association of Vietnam Oil and Gas Group in conducting a survey and constructing Comrade’s Tribute houses in Duc La commune, Duc Tho district, and Phu Viet commune, Thanh Ha district, Ha Tinh province,
• In July 2015, the Steering Committee of the Association coordinated with Ho Chi Minh Communist Youth Union of the Corporation in raising a contribution of about 127 million dong from the staffs to assist the families in/under preferential treatment policy in Vi Xuyen district, Lung Cu Border Station, Thanh Thuy Border Station, Ha Giang province.
• Made a withdrawal of 40 million dong from “Comrade’s Tribute Fund” to assist members whose parents were dead or suffered from accidents; Award an amount of 10 million dong to the Veterans Association of Da Kao ward, District 1, HCMC in the event of its 25^th anniversary of establishment.

3. Business Activities:

• During the major repair conducted in May 2015, the branches of the association in the plants coordinated with its staffs to complete the work ahead of schedule in a safe, quality, and economical manner.
• In 2015, the branch in Phu My Urea Plant had 26 members that applied for registration of 26 technical innovations, 13 of which were accepted and 15 of which were submitted for consideration and approval and recognized as significant achievements of the Veterans Association under the movement of technical innovations and initiatives in order to minimize production costs.     

4. Precisely evaluated with contributions, achievements, dedications:

• Vietnamese Central Veterans Association has three times awarded certificates of merit to the Veterans Association of PetroVietnam Fertilizer and Chemicals Corporation (in 2011, 2012, 2013); twice for certificate of merit to the Veterans Association of Phu My Fertilizer Plant (in 2012, 2013); and certificates given to individuals: in 2011: 01 comrade; in 2012: 03 comrades; in 2013: 10 comrades)
• The Executive Board of Veterans Association of PetroVietnam Fertilizer and Chemicals Corporation in 2011, 2012, 2013 has awarded Certificate of merit for The Corporation office group and Regional Companies Cell; PVFCCo SBD Cell; and certificates given to individuals: in 2011: 06 comrades; in 2012: 08 comrades; in 2013: 15 comrades who have contributed greatly to the Association’s activities.

In recent years (2011, 2012, 2013 & 2014), Veterans Association of PetroVietnam Fertilizer and Chemicals Corporation has received the Merit Certificates of the Central Committee of Vietnam Veterans Association (VVA). Especially, on the 5^thanniversary (Apr 10, 2010 - Apr 10, 2015), Veterans Association of PVFCCo was awarded “Exemplary Veteran” Flag.

Besides, the Central Committee of VVA also awarded Merit Certificates to individuals including 01 veteran in 2011, 03 in 2012, 10 in 2013 and 11 in 2014.

In 2012, 2013 and 2014, the Central Committee of VVA awarded Merit Certificates to Veterans Association Branch of Phu My Fertilizer Plant;

In 2014, the Central Committee of VVA awarded Merit Certificates to Veterans Association Branches of PVFCCo’s Office and regional companies;

In recent years (2011, 2012, 2013 and 2014), Veterans Association of PVFCCo and its 04 Branches were awarded Merit Certificates by Veterans Association of PetroVietnam.

5. Action plan for upcoming period;

• Continue strengthening and improving the structure of the Association and its subsidiaries (branches, sub-branches).
• Join and support movements and contests of the Corporation, take advantage of and promote activities of the Veterans Association in business activities in order to accomplish the business plan in 2016;
• Direct the Party Union at all levels and successfully propagandize and communicate directions of the 12th National Congress of the Party to its members,
• Actively participate in social security programs of the Corporation, construction works in relation to veterans, and construction works for purpose of educating on revolutionary tradition; raise subsidies from social security budget of the Corporation to give away 140 gifts, equivalent to 70 million dong, in the event of 2016 Lunar Tet, and set up 1-2 Comrade’s Tribute houses in 2016.
• Become a leading example in the compliance with labor disciplines and culture of PVFCCo.
• Properly carry out the communication, propaganda, and organization of celebrations for major anniversary events, such as Communist Party of Viet Nam Foundation Day, Victory Day, Vietnamese People’s Army Foundation Day, etc.; Timely inform its members of ongoing situation in Offshore Islands and National Borders, and educate members about the patriotic tradition and the will to defend the sovereignty of our national sacred islands.
• Promote technical innovation; assist and support members of the Branches that have successfully applied for registration of innovations and initiatives in the beginning of the year; and contribute to business activities of the organization.
• Hold meetings with Veterans Associations in local districts/provincesin the event of the 72^th anniversary of Vietnamese People’s Army Foundation Day (December 22, 1944 / December 22, 2016), 27^th anniversary of the National Defense Day (December 22, 1989 / December 22, 2016), and 27^th anniversary of Veterans Association of Vietnam (December 06, 1989 - December 06, 2016).
